Incremental Growth Issue.

Unscientific construction of the "amount of increment" in BPS

       **Incremental Growth Issue**

During the 10th BPS, it has been observed that though it was agreed to give rise of 15% on pay slip, the percentage of rise was differing from stage to stage. 

If we look at the percentage of arrears, we can observe that the percentage of growth on & average up to 20th stage was around 14% or less & then it was around 15%

The main reason behind this variation was "unscientific construction of the amount of increment" at all stages. This anomaly has been continuing since last so many settlements & has remained un-rectified due to the clause of "stage to stage fitment" incorporated in each BPS.

Let’s have a look at the stages of increment of 10th BPS for Award Staff to explain the concept in detail.

The basic pay & increment structure for Award Staff at 10th BPS was as under;

7200 – (400/3) – 8400 – (500/3) – 9900 – (600/4) – 12300 – (700/7) - 17200 – (1300/1) – 18500 – (800/1) - 19300 (20years)

From the above pattern we will find that

*Increment for Rs.400/- is for 3 years then the

*Increment for Rs. 500/- is for 3 years then the

*Increment for Rs.600/- is for 4 years then the

*Increment for Rs.700/- is for 7 years then the

*Increment for Rs.1300/- is for 1 year (hump increment) & lastly the

*Increment for Rs.800/- is for 1 year & the same is continued for further stagnation increments.

· After getting the increment of Rs.400/- for continuous 3 years,  4th increment is for Rs.500/-

· It means after first 3 years, the growth in the amount of increment is Rs.100/- ( 500 less 400 = 100 i.e. 25% on Rs.400/-)

· After getting the increment of Rs.500/- per year for further 3 years the rise in the next increment is again for Rs.100/- & it is for Rs. 600/-

·This growth percentage is 20% ( 600 less 500 = 100 on Rs.500/-) which is not logical & hence it’s unscientific.

The growth percentage should be progressive & not regressive. When we consider the “Incremental Growth”, if at first stage it is 25%, it has to be maintained or increased in next all “Increment Growth Stages”.

If the “Incremental Growth” rate is considered as 25% minimum & has to be progressive further, then the stage wise amount of increments should have been as under:

· Increment for Rs.400/- is for 3 years
· then @25% growth rate (on Rs.400/-) it is Increment for Rs. 500/- is for 3 years

· then @25% growth rate (on Rs.500/-) it should have been Increment for Rs.625/- is for 4 years

· then @30% growth rate (after 10 stages 5% rise) it should have been Increment for Rs.825/- is for 7 years ( rounded up )

· then @30% growth rate it should have been Increment for Rs.1075/- is for 1 year ( no hump increment) & lastly

· then @30% growth rate it should have been Increment for Rs.1400/- is for 1 year & the same is continued for further stagnation increments.

Thus, in 10th BPS the total of amount of increments spread in total 20 stages is

400*3 + 500*3 + 600*4 + 700*7 + 1300*1 + 800*1 = 12,100

As per the logical & scientifically constructed amounts of increments explained above, it would have been as under:

400*3 + 500*3 + 625*4 + 825*7 + 1075*1 + 1400*1 = 13,550

Even after removing the "hump increment" which is of Rs.1300/- the net amount of total of increments spread over 20 stages became more by Rs. 1450/- ( Rs.13,550 LESS Rs. 12,100/-) &

Stagnation increments would also have been more by Rs. 600/-  This is the result of removing the anomaly. (& logical, scientific construction of increment stages.)

Let's hope this important issue is highlighted in the forthcoming BPS negotiations. I have worked on this issue & submitted detail note through my organization to NOBW for onward doing needful. What about you ?
